My Lord Duke,
With reference to Mr. Churchill's confidential
despatch of the 12th October, 1922, and subsequent
correspondence, I have the honour to submit for the
signification of His Majesty's pleasure the following
Ordinance intituled:-
An Ordinance to provide for the carrying on of the work
formerly carried on by certain German societies and
persons in the Colony of Hongkong, and to deal with
certain property formerly held or administered by, or used in connection with the work of, such
societies and persons in the Colony of Hongkong, and to provide for the control of the persons by whom
the said work is to be carried on, No.9 of 1923. 2. The report by the Attorney General which
explains the object of this Ordinance is enclosed.
